Having managed to cycle my town 16 villagers through (in just over two weeks using TT), the move out is entirely random. The more villagers you want to keep the more that the ones you don't want to move will ping. Not talking to them causes them to have a 'haven't talked to you in forever'...

Smug, Cranky and Uchi are my favorites. I sorta like Normal, but had grown a dislike towards them when I had to cycle my town, I found they were the hardest to get to move (unless of course it was a normal that I wanted to keep).
