ummm... need help

when a pokemon runs out of PP out of all its other moves (it has 0 pp in all moves now), if it chooses to attack, it uses the move struggle. all pokemon do this for more info, go on bulbapedia and search 'struggle'

so my dads birthday is coming up, and i want to get him a present. I asked him if he could upgrade any part of his computer (even monitor, keyboard, mouse, speakers etc.), he said he would get a better CPU. His current CPU speed is 2.6 gig hertz. I heard that they have some CPU's with 4.5/etc...
