I'm pretty sure she just makes continued excuses as to why you can't put PWP there, but I haven't tried myself. The tripping thing I just saw on youtube before NL was released, some japanese player done it. But the digging holes thing I've noticed because the bushes I've planted cause her problems getting around my town. I just thought they were a start, and shown that there are a few things you can do to mess with her.
How did it go?

I just thought I'd drop you a couple of things to try on Isabelle for pwp glitching;
1) Dig holes, you can create paths that Isabelle will follow instead of following you if the only way to follow you is over a diagonal space - like by the cliff/river, (that you can walk over but flowers and patterns can't go)
2) Tripping, By trapping her/others/yourself on these little areas and tripping you can push her and get yourself into the river/on top of cliffs. Though I imagine she'll repeatedly tell you you are too close to the river/cliff for pwp it could lead somewhere. Might also work by the bullitin board for the train tracks but I am sure something else is needed to actually place the project as neither of these things will work at the plaza.
