I've had this happen a few times with random move ins. What I do is if I don't see anyone, I close out without saving and start a new character again just to make sure, then save the new character and start up my mayor. I haven't had any surprises villagers doing it that way.

I looked at a list of names (English and Japanese mostly) and picked villagers that had names that meant something to me. I also tried visiting dream addresses to see them in-game and narrow down the list a little.

Yellow ribbon, purple glasses, yellow-bar shirt, pastel-check skirt, bobby socks, and yellow sneakers.

Almost everyone is wearing Peaches's light polka tee. Ricky, Static, and Filbert are the only ones that aren't at the moment. Peaches seems to be the trendsetter because when she was wearing that awful desert-camo tee, it spread like wildfire through town as well.
