Perpetuating rumors is not helpful information to be spreading around, thus why I felt the need to state the fact that it has not been accidentally released and is still not available to anyone in game without use of a hacking device.

I believe you are thinking of the Clerk's Shirt which was accidentally released early in the game. The Blue Argyle Tank has never been release before and, to clarify for OP, will only be available as DLC. As for the hat situation: white TEAM cap (red brim) IS available in the game already but...
