According to this article, you have to unlock the museum and do the original 3 houses for new villagers. Is that all done?

handheld for 98% of my playtime, I like being able to curl up on the couch and not have to worry about seeing the TV. my personal tv also has really bad vibrancy (it was free -- shouldn't complain too much) and once it gets to nighttime, I can't see any fish unless I'm like 5 inches from the tv...
