it took a few weeks for there to be 9 villagers in my town. The only way to get a 10th villager is by street pass, adopting, visiting a town or having a guest over in your town who has a "voided" villager ready, or inviting a villager via Wisp or if a villager is camping in your tent town...

The amiibo cards override the 16 villager cycle!! I got all my dreamies' cards as soon as I found out. I haven't had a chance to try it out yet (because none of my dreamies have moves out) but from what I've heard it works! But keep in mind, it'll be a fresh start with the villager. For example...

I'm pretty sure they will put what you give them in their homes, unless it's an item like wallpaper. Last year my villagers all put their gifts in their houses and I don't remember them asking about it. If I didn't like their gift though, I just sent them an item in the mail to replace it with.
