Tortimers island issue

When I go to tortimers island and I chose to go national It's North American. Since I'm Irish when I go to the island no one is there. I bought my DS and animal crossing while in Canada so that's why but is there any way I can change it? In my DS settings I have my location as British islands.

It's part of the region lock. No escaping it unfortunately. =/
