Help Rolf is moving unwantedly

So last night I was just working on some paths, and I didn't run around talking much. Got up this morning and Isabell tells me that Rolf is moving tomorrow. But I love Rolf I don't want him to go!

He is already in boxes. What can I do? I've been spam talking to him trying to get him to stay, but he just goes through the same three dialogs.

I've never had to try to keep a villager before. It just won't be the same without him if he goes

Is there anything I can do to keep him?

What do you mean by cycles through 16 villagers?

I hadn't thought about being able to "hold" him somewhere...

you need 16 more villagers to leave your town after Rolf has for you to be able to get another Rolf in your town

I think it's to avoid doubles in Main Street
