Hey all. I was going to reply to someone's post with this then realised it was from about two weeks ago... Anyway...
I struggled with this error for so long. Every time I tried to visit another town or someone tried to visit me this code, or a similar one popped up. I searched the internet for ages trying to find a way to fix it and noticed there were many different people experiencing this issue and being directed to methods I had already tried that had failed. I know how irritating that error can be so I thought I would post the solution that worked for me here

It worked for me after trying all of the other solutions suggested. It may look like he's just saying what everyone else has been saying but it's the final step that changed it for me. I hope this helps. Good luck!
