Why won't my blue start plant!?

It baffles me because the tree has fully grown and it's not near a river, pond, etc. It hasn't connected past 13 (I believe) and I'm not sure what to do. I've updated my dream address and provided a gallery down below. Can I get some help?

It's in the shade of the surrounding plants.
Try re-planting that one first.
Then plant the others on a different day.

The only plants in the picture.

The ones next to the dead one.
It may not look like shade, but sometimes the planting order needs to be changed.

I just went through two days of the same thing. Now every bush has grown, as I dug out ones next to, and in front of the one(s) that wouldn't grow, and replanted in a different order.

Trial and error.

I would chop down the tree , plant the bush and then when the bush is grown, plant the tree. It?s covering the shade of the bush I think.

Trial and error.
Plant the one that keeps dying, then wait and see if it sprouts, then plant another the next day.
