Can a former villager move in again?

So I had stitches in mmy town but he moved out a while ago. Since then 5 other villagers have moved out.
I heard that you have to wait till 16 villagers have moved out before the former villager (in this case stitches) can move back into your town. I was wondering if that also included that if I go to someones town with another stitches, on the day that that stitches is moving that he will refuse to come to my town?
And if it would be possible to get stitches to move into my town before the 16 reset villagers with his ambiio card or would he refuse that too?

Yeah, you can move him in if you get the amiibo card and thus bypass the 16 villager cycle. If you don't I'm afraid you have to do the 16 cycle and then find someone who have him and get him to move back.

Also yeah if you go to another town they have to have them in boxes for you when you are done with the 16 cycle.
