So, I recently decided to start a new game and make an all goat town, specifically a farm, but I realized that even if I get every single goat, I'll still have only 7 goats, leaving me 3 open villager slots.

I've already decided to get Shep as one of my 3 since I figure having a sheepdog around to herd the goats could be a cute idea, but I'm relatively stumped one the final two.

If you can recommend any villagers who would make sense to have around, please let me know!
 
How about a barn cat? A more realistic cat what be nice.
Or maybe a chicken.
 
Sheep villagers, Eunice, Willow or another one.

Cattle, like Tipper, Stu, Angus etc.

Is it a farm?
You would need a cat to keep mice away. :D

Oh, yeah, I forgot about sheep.
If was an all sheep town you could have Shep and a wolf like Whitney
 
And horses!
Can't rustle goats without a horse!

If you want all the personality types and since the game doesn't have any peppy or lazy goats,you could get Beau and Patty to sort of match the horned look of the goats.
 
It would be cute to have a Cat and Mouse for a farm! Maybe a brown cat and a white or gray mouse?
 
I love all of these ideas so far, especially the pairs like sheep with wolf or mouse with cat. Thank you for all the feedback so far, everyone!
