I need help!

I've brought in a villager with amiibo but it went into the wrong spot I had set for it - I obviously didn't cover everything.
My problem is I've spent weeks trying to get it in the right spot by making a villager move in and replace them but they just stay in the same spot and never in the one I want?
It's really annoying me!!
 
An obvious question here, but are you sure that spot is viable?

Try leaving a couple. ^_^

Now that you mention it, it is close to the river... I'll have to find out tomorrow if I can put a PWP there or not.
Urghh my town is messed up now if that's the case :(
