Out of curiosity, if you have 9 villagers and somebody is leaving (as in, they?ve set a move out date) can you then ask another villager to move in?
 
Yup! As long as you have a space in town you can ask someone to move in.
 
If you have 9 and someone leaves and you don't invite anyone of go online, the game will give you a random 9th villager after a few days. So if you want to choose who lives in your town, I'd say it's best to go inviting sooner than later :)
