accept any amount of tbt for any villager, even tier 1. if you're unsure
how much to offer, the suggested prices are as follows:
tier 1: 30tbt
tier 2: 20tbt
tier 3: 10tbt
tiers 4-6: 5tbt

ALL adoptable villagers are available at any given time.
