If I'm remove it and then just rebuild it in another part of the river, will I lose one public work project slot, or will it stay the same?
If I remove the starter bridge From my town and rebuild it, will it count towards 30?

From what I remember, you lose a project slot 
I have 3 bridges in my main town and one less PWP to place. I'm trying not to demolish my original bridge for my second town because of this.

Aww I thought this was the case. I had heard that it might be different. I'll probably delete, but I'll be bummed about it.
