What game? X/Y? OR/AS? Su/Mo?
IVs, EVs, Nature?

Giving some more info would be nice to make sure people can sell you the right thing.

I heard Rattatas and Bidoofs are easy to breed, so about 23 TBT? I'm buying for Black 2, and 255 speed EVs. Jolly nature too. I want it to be AFAP, as fast as possible, so it can MAYBE outspeed a Shuckle.

Correct. You can get it ways you're not supposed to do, so yeah gen 6 or 7 it is.

You can use Pok?mon Bank/ Poke Transporter, right??
You just need to get to the PokeTransfer Lab in Black 2

Ugh, forgot they shut down the DS internet service. Guess I'm closing the thread, as I don't have gen 6 or 7 games, and there aren't any 3DS emulators for the Amazon play store.
