Or is it close to the event plaza?
 
I think they will. I have a villager move 2 blocks apart from the town hall. You should be good like that.
 
Is that the plaza? I think it's not possible actually.. I've had villagers plot close to town hall but not that close to the plaza. To check whether you can, try placing the fountain PWP that that exact spot. If Isabelle says yes to the fountain, then a villager can plot. If Isabelle says it's too close, then it would be too close for a villager as well.
 
Ahhhh I hope it'll be possible! I still can't build PWPs but by tomorrow I would be so I'll try and build a fountain on that spot to see xD
