So Reset Then Next time you play the game *if you have the reset center that is*
Tell Mr Resetti you W A N T E D to reset. then only tap the button if theres a yellow arrow. otherwise dont tap the button. the dialoge WILL go quicker and at the end mr resetti will say hey did you doze off on me. or oh you were listening this time! and he will be much nicer about his speeches.

Well Guess what. he will never do anything mean if you build a reset center. hes actilly really nice about it in new leaf and you can find some hidden secrets only the reset center holds

the best option is to say "I don't remember." Then he does almost nothing and just lets you go.

You could also say that your batteries died. I think it's the same amount of dialog as the "I don't remember" option

I didn't bother building the Reset Surveillance Center in my NL town cause I liked him more when he was mean af and had to see a therapist because of me.
