i've been plot resetting flora for a while now and she doesnt wanna plot on the spots i reserved for her fml. she keeps plotting on my patterns. anyway, heres where im trying to get her to settle.

is it because the spots are too close to the river/cliff so thats why she cant move there?
 
Nope, they can't move there. You're right there as the plots are too close to the cliff/river.

Houses require a 5x5 space around the 3x3 plot and 2 (buffer) spaces in front of the door.
