Hacking is not difficult. If u watch mischa crossing then you would have known.
By the way there are no hacks available for .4 and .3 . Unfortunately.
11.3 can hack :L just 11.4 & 11.5 old 3ds cannot. New 3ds can hack.

People keep pming me about hacks because of my reply on this
Seriously though, if you guys are all so crazy about it, then do it yourself... I don't wanna be the go-to person for this all the time. It's getting annoying now.
Also free bump.

KkAw I'm sorry about that. I would try on one of my two copies(my brother threw an unexpected eShop card at me so I bought a digital copy), but I can't remove the microSD card from my 3ds, the screws don't budge with anything I have. One day I'll be able to give it a shot. Probably on my physical copy since my digital copy has 2 animals who are close to home(Merengue and Sterling)
That's actually not possible without modifying his dialog. Even then there's currently no way to change the game's text. Only game files you can change right now are models, textures and music. However, you can somehow replace a villager with your very own user-created villager if you have the version of New Leaf with Welcome amiibo pre-installed (white icon), but IDK how plus I can't since I have the non-Welcome amiibo (green icon) copy of the game.I would make it where if you have the ressetie center, when you reset the game ressetie is nice.
I have the power (not Nintendo Power since I'm a scrub :< ) but I barely ever use it really. I try to keep my town natural looking by making sure nothing looks weird or out of place. I've seen some people go too overboard with hacks and do arguably some questionable stuff (such as putting houses in the river, ocean or even train tracks; putting trees in the river or ocean; using completely incorrect acres such as a river acre not connected to an actual river / island acres in the town which actually appear as low as the beaches on the cliff acres in normal towns; more than one of the same exact villager etc.).

Honestly, I would add trees into water. (Cliche)
I thought the welcome amiibo-preinstalled cannot hack? Cause if you import saves with that version, your data gets erased.
Sorry bud but I have tested it before and can confirm that when you import a modified save on the welcome-amiibo preinstalled version, the game recognizes that it's different than the last time you saved the game and deletes your games' data completely. That version does work with hacks, just not modified save data (haven't actually tried it since I don't have that specific version of the game, but I assume that you can only import data from that version and not the original version). Changing the game's files doesn't require modifying your save data at all however, though it does require you to have modified firmware.
