Rotational Poliwhirl because Water Stones were so rare and Quagsire couldn't learn Waterfall in Generation II for some ridiculous reason and I wanted to keep going through Tohjo Falls even though Noctowl could just fly to Victory Road. Children make worst decisions.

Honestly no idea, since I played most main games except for like, Japanese Blue.

I'm pretty sure though that from Gen II onwards they had Umbreons and from III Milotic
