Missing Rover Question?

Alright, I just recently started a new game and could swear they've taken a question out of the Rover opening scene on the train. Am I remembering this wrong, or did Rover ask whether he could sit down in the past? I distinctly remember being able to be kind of rude to him!

Also, have you noticed any other small changes since the update?

It's just for new characters other than the mayor?he never asks this to the mayor i.e. your first character.
I have no idea why this is but it's always been like this

I guess it's because he asks if he has the right time to the mayor and doesn't to the other characters?making his dialogue shorter.
