Pietro has always given me the creeps so I would definitely include him haha :)
 
roscoe could definitely work. i had him before in one of my towns, had a little heart attack the first time i saw him lol

that's exactly why i love him in my town. also i think his color scheme is too bright unless your doing a scary doll thing.

Now to be productive, genji, lobo, any villager that looks kind of scared or shady would be perfect. probably should also look at house exteriors too.
 
Not sure if he's already been suggested but Raddle is so creepy and would make a perfect addition. He looks like some crazy doctor of some sorts.
