How do you 100% complete Animal Crossing: Population Growing?

What are the requirements for it? What do you have to do?

I don't think you can really "100%" Animal Crossing, but you can get perfect town status, catch all the fish and bugs, catalog all the furniture, pay off all of the houses, and completely upgrade Tom Nook's store. That's what I'd consider "100%".
