I know when you have 10 villagers you can use a villager card to force someone to move out and I was wondering if this worked with the campers too? If asking them to move in would kick a villager of your choice out too or not

No, unfortunately!! If someone is in the campsite you still have to have an empty spot or at the very least someone moving out the next day (I believe).
