if a villager moves and i never go to anyone's town, no one comes to my town, i don't talk to campers, and i don't have spotpass turned on, will someone move in? like a random villager?

dang....... i ask because i want to save a villager for someone, but neither of us TT so.... coordinating that move's gonna be difficult if we've both had a lot of villagers before

Yeah, for your tenth villager you need to get it from someone else's town or from the campsite
This can be for other villagers, like eighth, seventh etc.. these normally randomly generate though
