If i put all my items outside and then delete the character will the items still be there?

Yes, the items will stay, as long as they are set in town outside every home. Just because one person owned them doesn't mean the items will go with them when you delete your character.

They should be. Though to be safe I would pick them up with your main character before you delete the other one.
