Problem with a bush

I planted a pink hydragena start near a blue hydragena bush and the next day it grew.
After some days when it finally finished to grow, I decided to plant another blue hydragena start instead of the pink.
However, the next day it wouldn't grow.
I know the limit of 12 bushes and there are some dead spots, but I don't understand why the first time worked but the second didn't. D:
 
Shade can effect it. Make sure there's space, and it's not being smothered by other bushes, blocking the sun.
