I'm really sorry, but I'm going to have to adopt Hazel later today (between 4 and 11 PM GMT depending when I get home).

Would I also be able to adopt Lucky at some point once I have another spot free in my town? I'm currently cycling out the unwanted villagers.

I'm closing in the next day or so but I've decided to keep my cycle town until I've given everyone their villagers so it's okay if you can't pick them up today. Francine isn't currently on my villager list but I've actually only recently ordered her card and she should be here in the next few days if that works for you?
