How do you get birdseed from Harvey?

I think if you talk to him when he's feeding the birds, he'll give it. At least that's what I can remember.
I got mine while he was feeding the birds himself. I think it's just random, if you go to the campground everyday eventually he'll be throwing the beans. Then press the "heya, Harv" option a couple of times and he'll give you the beans.

Whenever you see him feeding the birds, talk to him repeatedly picking the "Heya, Harv." option and he will eventually give you throwing beans.
