can you breed flowers on the beach?

oh yeah totally. i only breed mine on the beach and it adds some extra protection too - villagers can't move in on the beach, so they can't ruin them
 
But if you don't have the beautiful town ordinance don't forget to water them everyday... I don't and some of my blue pansies died because I don't go to the beach normally and forgot about them, since they're not within my normal walk :(
 
You definitely can! I think breeding them there is really smart because you can have them there without fear of accidentally running on them while travelling through your town or having villagers moving in on them, especially when you get a villager randomly from someone's void. ;w;

I have a private beach too, no villagers can get to. Growing my hybrid red roses. ^_^
