Stuck between two!!

So I starte a new town about two months ago and am deciding either to do my paths or lay out where I want my pwps I haven't thought of where any of my public works will go but for my paths I have decided on a path I will use for my town. Any advice for what I should do first

I would do projects first, since villagers move where ever they please and paths are cheaper and easier to move.
But that's just me. I don't have any paths because I run everywhere.

Paths. Then you have an easy way to get around town without pwps being in the way later. I like to squeeze pwps into town around paths.
