How did he do this?

I was on tortimer island to catch a wharf roach for a townie. There was one girl there and 2 guys showed up after. First guy left when the other girl wouldn't tell her age(jerk). Anyway the other guy was doing things that I don't get how he did.
At first I didn't realize it cause i was typing and not looking at him. Then I realized he was picking up the azalea bushes and normal trees and moving all the palm trees to one side of the island. Then he got in the water with no wetsuit.
I know there are ways to hack your town(which requires using a game editor outside the game) but I have no clue how he was doing that not only in the game but on the island with other players. Any ideas?

I guess he was still hacking. I've heard stories of people bringing golden tools to the island.
