Error Code 86420 (Animal Crossing City Folk)

Does anyone know why I'm getting this error code, I'm connecting on a Wired Connection via the Wii Lan Adapter, I used to be able to go out to any town that was open, but now something's happened, not sure what, but all my Wi-Fi games are giving me is Error Code 86420, I went to Nintendo Support site and it's giving me nothing useful, it said about Router Firewalls, and yet it's never and I do mean NEVER stopped me going out before, so if anyone knows why and manages to permanently solve my problem, I'll give them 3,000 TBT Bells completely free, but to get the Bells, it will need to be a permanent fix like it was before, I don't understand what could of happened, the last things I remember doing was.

1. Upgrading Picture Quality to 480i (Component Cable)
2. Upgrading to Wii Menu 4.1
 
I think I have had that too. I just tried to connect again, and it did.

I am not sure what the cause is.
 
I've had to connect several times and each one a fail, there is the rare occurence and when I mean rare, I mean 0.1 out of a possible 8 times I try.
 
I don't know, but I'd like to know how I can fix it...

I have emailed Nintendo of Europe, having contacts with some Staff there...
 
Yes, I've tried:

1. Unplugging the Router
2. Unplugging the Internet Plugs (Powerline Adapters)
3. Unplugging the Wii Lan Adapter
4. Connecting wirelessly, still 86420

I might as well try wirelessly again, once more for luck?
 
I can't do that, it'll put me and my dad's PC at high risk...


EDIT: Can someone add me and open their gate and see if I can get out wirelessly?
