I love ole Phineas! Because I have all the badge spots filled (some bronze, a couple of silver and quite a few gold cos I'm a perfectionist!) I'm allowing him to wander around my town at the moment! I think he must be here with my silver dream badge or even a gold bug/fish catcher badge!
