amiibo card villager

a girl in my school told me that none of her villagers that she received by using amiibo cards wanted to move out, but only her "normally moved in" villagers wanted to (she time travels, so she had many villagers that wanted to move out).
my question is: can amiibo card villagers move on their own without having to kick them with other amiibo card villagers?

This seems to be a pretty common concern lately. Apparently they can move out on their own, it's just really really really extremely unlikely compared to non-amiibo move ins.
