I have been moving my villagers to my second town to make space for a villager that I want in my main town.
But after doing that, that 15th spot is already filled up after I return with the train!
If this keeps happening, after every train trip, I'll never get that villager to move over to my town.
What can I do to make sure that 15th spot isn't filled up instantly?
