I went to town hall to check if I still had a perfect town, I did.
But after loading my second character, I've lost my perfect town status. One resident said "It was decent, but that it was missing something". I didn't cut down any trees, I didn't remove any flowers. Does that mean it resets?
What I also should note is a new villager moved in and a jacob's ladder appeared today.
