It could very well be that he was at zero percent. Either way, I wouldn't judge his attack power based on a Final Smash. Some of them didn't even kill in Brawl. And let's not talk about Peach's.

It kind of makes sense that his Final Smash would be that. Aside from fishing and catching bugs, upgrading your house I think was the main objective. What would you have preferred it to be?
