Hmm. It might just be bad luck then. Happens to all of us - I've had to deal with it from Beardo, Simon, and Rocket (twice - bloody StreetPass). The guide Maruchan just posted is a really good one, and it's the one I used to get residents out as fast as possible, so give it a look.

Was Nibbles the most recent villager to move in? It's been my experience that they'll never ask to move if that's the case.
