you have to go through the 16 villager cycle (i believe you have to have 16 villagers move out to get sydney again). i'm not too familiar with it because i've never done it before but if you google it there are many guides on how to do this. if you choose to do this, you should look at different guides because it could potentially mess up your town. let me know if you'd like another villager instead!
