Does New Horizons still have a 16 villager cycle?

In particular, if a villager moves out of my town, can I invite them immediately to my island again through an Amiibo card?

no more 16 villager cycle, in fact, i saw someone on a mystery island that recently had moved out

Do they remember you if they move out?? Or is their memory wiped essentially.

Their memory wiped out and act like it's the first time seeing you :c, and for every time you meet them if you are island hopping haha.
