Campsite question - can't choose which villager to replace?

Ok so, all 10 plots are currently full and I have a camper visiting (non amiibo). After trying and failing their mini game for 30 mins, I finally won and they agreed to move in. The problem is, they keep saying the same villager (Norma) is thinking of moving and asking if they should talk to her about it. There's three villagers I want to replace, but Norma isn't one of them.

I was under the impression that a camper could negotiate with any villager and move in their spot - is this only true for amiibo campers? Will the camper eventually choose a different villager? (so far I've won the game twice and both times she offered to replace Norma)

You can only choose which villager to replace with Amiibo campers. From what we know so far, I don't think there's a way to get the camper to choose a different villager.
