Now, I'm well aware that random move-ins eventually happen with empty plots that are placed, but I'd like to ask one question related to it.

In New Leaf, you had to invite a campsite villager or a villager moving out of another player's town for your 10th villager. My question is, does the same apply to New Horizons?

I just thought I would ask, since this info would be useful to know, since it'd let me search my island tours without worrying about a random taking the 10th slot.

I can´t tell for sure... but fyi: I had the empty plot for four days - until I invited a villager from the campsite yesterday.

Hmm, considering I had put down my seventh plot after Quillson moved in and didn't invite anyone from an island and Hamphrey claimed it the next day is making me think the tenth villager works exactly the same as it did in New Leaf.
