Villagers moving

So is it better to ignore the unwanted villagers or talk to them? Will they still ask to leave if you talk to them often? I’ve heard different things lol so I’m unsure.

to my understanding its mostly random, but ignoring them seemed to help for me! however, make sure you talk to them when they first move in to solidify their knowledge of you. I talk to the ones im trying to get to move out every once in a while so they will be more likely to interact with me (so i can trigger a moving ping) just much less than my other villagers.
