I'm pretty sure you have to wait a few more days. I think you need to first build the campsite and invite that villager in. You can build the campsite once town hall is built (town hall construction should begin tomorrow for you, so you can build the campsite on Thursday).
After the campsite villager has moved in you can find animals on islands again.
