does anyone know how to fix this?

i recently borrowed my boyfriend's 3ds he's had since like 2012 lol bc i wanted to play new leaf, but for some reason there's no option to exchange the meow coupons for bells in the ABD? at the time of writing this it's day 2 of starting the town and i read somewhere that on day 2 you should be able to access it but i have welcome amiibo and im not sure if it's the same??? anyways has anyone had this issue? and do you guys know how to fix this? thanks

Hi! From the wiki:
"The coupons can also be exchanged for 3,000 bells each at the ABD. This feature is available once you talk to Tom Nook after building your house, when you also gain the option to repay your loan of 39,800 bells."
